To paraphrase the Spanish text, it says that this bike was originally imported from Italy to Uruguay, where it was the property of a small firm that, for whatever reason, decided to preserve its original condition. It is being sold from the Catalonia region, a part of Spain, which, like several other areas, would like to become independent from the rest of the country.
As for the positioning of the fenders I know nothing.
It may interest CR members to know that, as far as I know, the late Generalissimo Franco had little to do with bikes, he was a hunting aficionado; however, in the past, the current King and Prince received beautiful Colnagos as symbolic gifts. I doubt they were ever used.
As an aside, I am trying to get information about the Zeus Company from Spain-but so far my contacts have little information. Although, in the day, Spain had many fine bike makers, all unknown here (Otero, etc.), there is little current interest in vintage bikes in Spain.
