Subject: [CR]Rudge or Raleigh ?

I recently located and have the opportunity to purchase for peanuts a Rudge in pretty nice condition. There is a nice enamelled headbadge, the wheels are 28 inch "ridged" chromed, brakes both back and front are drum (approx 1 1/2 inch wide) and lever operated. The saddle is leather. It is a "utilitairian", not a racer. Their is no sturmey archer obviously, given the hub brake config., so it's a single speed. I wouldn't normally look at this type of machine, but the condition is amazing.

I know that Raleigh took over the Rudge brand and marketed identical bikes to their own under the Rudge label. On the basis of the scanty info given here, does this sound like a definite early Rudge, or potentially a later one ? I'm sorry, I didn't have a camera with me, so I have no photos.
