I hope it's not a big deal if the straps are actually newer than the bike; after all, they're a wear item just like tires, cables, chains, brake blocks or handlebar tape. I suppose paint could be included too, but it sure is nice to have a 35 year old or older bike with nice original paint. I suppose original toe straps in good condition would put the icing on the cake.
