That sure sounds like a 650c to me. Bead seat diameter (although properly speaking there's no bead) is 571mm, which is right in that range. Which is to say that it's 22 1/2" to the nearest millimeter. (Wouldn't it make at least a bit more sense if we used the original English sizes instead of pretending to use metric units? It works fine for car wheels.)

That's a common size for smaller sewups, popular for triathletes and junior riders. And it's called a 26", one of the many sizes so called.
