Wonders never cease, in that I have just managed to upload a photo of one of the "mean machines" that I built in 1982 as a time-trial special for a customer. I used the Sun Manx TT design to shorten the rear triangle whereby the seat tube joins the down tube about 6inches up from the bracket, thereby obtaining a chainstay length of around 14". The other feature of the frame is the seat-stay configuration which uses much shorter and stiffer stays joined by a long mitre to a length of tube welded to the rear of the seat cluster.. the rear brake is fastened through the bottom of this tube. It looks far better than it sounds!! I used this feature which I called a "bottleneck" extensively for time-trial and cyclo-cross frames. I noted on Ebay currently that a frame produced by an American builder in the 90s has used the same design. On the same page is a couple of shots of one of those aero tubed and gusseted testing frames..all built to make us go faster against the clock!
