I don't know. Looking at the picture with the handlebars http://www.e-sell-arkansas.com/bke33.jpg there is a distinct change in angle between the top tube and its head lug. That seems to me to be an very unorthodox way to build a frame. I thought the normal thing to do if the head lug angle wasn't correct was to work on the lug, not tweak the tube. Holding a protractor up to the screen on the full side view I see a head angle of about 80°. The fork may be bent back a touch also because back of the fork legs are in line with the head tube, but not the front, so the centre line of the straight section is steeper than the steerer.
