Welcome to the CR list Lucas! (And thanks for noticing the sign off protocol!)

Regarding your question about how to proceed with father-in-law's Raleigh International, the answer is that familiar "it depends!"? If the bike still has more or less intact paint & decals, you certainly would want to try to keep it original and not repaint, etc. 'Original' always trumps 'restored', whenever it's possible. Take some pictures of it and post them to a web based hosting service, then let us look and we will offer more advice...
