I'm guessing the chain would go too slack at times for a fixed gear.

Most likely the 2 holes at 180 degrees were for mounting an Al plate to a fixture for CNC machining. Probably just a steel bar or plate that was clamped into a vice in a CNC Milling station.

I'm a fan of BioPace and Q-Rings, but IMHO the Durhams were too radical for anything but pedal watercraft.
