Actually, you can use a biopace ring on a fixed gear, and I bet you could use that one too, assuming it' symmetrical. That's because at any given time, the chain is wrapped around half the teeth of the ring, no matter what position it's in. If the ellipse is positioned horizontally, then it sticks way out in the front, but the top and bottom are skinny enough to compensate; if it's vertical, then the top and bottom are fat, but the front is skinny. It's the same number of teeth either way, and while it looks funny (and you might have to have a little more slack in the chain than you would with a really good round chainring), it actually does work. I've seen it done with biopace chainrings, although I've never seen it done with anything that eccentric. Not my style, although I bet you'd get some interesting glances!
