Tom,
I think your right. The frame appears to have sustained frontal impact. Coo
l bike with some interesting parts on it. The hubs have surface rust which
indicates to me that it hasn't been used for quite some time. A frame jack
should be able to repair it adequately, except it will need a paint job, or
at least some touch up.
I like Witcombs, which is a good thing because I have four of them-all Brit
ish, though.
