ICS certainly did produce frames (although it's not known who actually made them)-and very good ones at that. The bike you've "outed" is a very late "Design" model with a few ICS tuned C Record parts.
For much better examples of ICS frames and tuned parts just look at the fantastic and exhaustive, excellent photos that Dale has put on CR-(see ICS under Switzerland). They include a gold-plated show bike-OT- and "over the top" but beautiful. There are also scans of early ICS catalogues.
