ICS frames are also known under the brand name Magni. A friend of mine is an Zurich based ex-Rider who knows ICS-man Artemio (ICS was a one-man show run from a Zurich bike shop) personally. This is what he says: The Magni frames were decent italian made frames, relabled in Switzerland. Nothing spectacular, built for show. They fetch hefty prices today for some reason. He also claims Artemio was better as a salesman than as technician. Oh, and the brakes on the current Ebay bike are later models, the golden C-Record came with Deltas, as can be seen on Dale's site.
