Not for the first time and I hope not for the last, I picked up some bike tools, among them is the one I do not know. It is shown at the following site:

I assume that there are pieces missing from it. The long rod does fit into the other holes shown on the side of the one brace or stand. There is no manufacturer's mark on it. I assume the holes on the bottom are for securing it to a work bench.
Anyone familiar with this tool, I would appreciate you informing me and if you know what other parts are needed.
