I think you need the proper Regina-fitting removal tool. I know of two: a spline one, that is very stable when you get it in the freewheel hub and crank, and a two-tooth, that needs the QR installed to hold it in place as you crank. It might help as well to lace a rim to the non-drive flange and snug up the spokes, to get a good long lever arm. The retainer thread might be left-handed, I don't really know, but they usually don't need so much torque. But, the retainer ring only opens up the bearing inside the freewheel (ball, pawls, and springs all over the floor!), not twisting the freewheel off of the hub.
I'm assuming you have not tried this yet.

In an effort to remove an old freewheel from a rimless hub:
1. removed the Regina Extra's three outer cogs 2. built a jig to hold the hub by the flange holes 3. Gripped the jig in a vice 4. tried to remove the retainer with a VAR pin tool
I immediately cracked both pins.
Is the retainer left-hand threaded.
If so, what's the next step?
