In Japan the NJS can regulate the quality of bike and rider. They can do nothing about the quality of the crowd in the stands.
Anybody planning a trip to Japan has got to see a Keirin race. Its a cultural must.
For full effect come drunk and to leave disorderly. Don't worry about designated drivers. The track is sure to be walking distance from a train station.
