considering that keirin is the basis for gambling enterprises, ive always been of the impression that #2 is the primary concern. its the same reason keirin frames are only built by a specific method, by a small, approved group of framebuilders. same reason why chains and toestraps have to be thrown away after a certain number of races.
its big money, and you want to ensure that those betting are betting on the riders, not the bikes. variable equipment would introduce a whole different sets of variables into the bookmaking equations.
