Fred,

On your typical KOF frame - I think we're talking about either a 1" or a 1 1/8" diameter TT. The difference in two fames with the same c-c dims would be a shade over 1.5mm when converted to a c-t dim. Changing tires could have a bigger impact on standover height and BB drops vary significantly more than this also. What does it matter what the outside dimensions of the frame are as long as you've got adequate standover height when the bike is built up as a whole - and standover height is affected by several variables.
