Your headset may only need to be adjusted, but it probably feels notchy because it has become worn or dirty or both. In either of those cases, it needs to be disassembled, cleaned, and inspected. So far I haven't found simple readjustment of a notchy Record to be a good solution, I've always had to tear it down and see what is really wrong. They're so nice when they're right. If the races are perfect, you can put in new caged bearings. If not, putting in new loose balls might help, but you still have imperfect races.
What we need is a way to refurbush race surfaces, considering the difficulty of getting new or good fixed cups for the lower bearing.

My Campy Record headset on my '72 P13 Chrome Paramount (original headset and
owner) has a slight index when wheel is pointed straight. I have not opened
it up yet.
I have heard to turn one or some of the races 90 degrees to fix the problem.
Any solutions.
