Mark Bulgier has already sentthe complete explanation, but it is worth noting that Continental are not entirely consistent in describing the size of the their tubulars. Some of their tubulars are listed in their catalogue (and marked) with a designation of 27". Some of their tubulars of the same size are described as 28". In the past, they also described some as 700. Nevertheless, they are intended for the same diameter rim.

I have no idea why they have chosen to do this, but they do have the following chart on their Web site, which might be of assistance. It could be better, but it's all they've chosen to provide:
