It's also quite possible that Continental mis-marked them. I have seen many incorrectly marked Continental tires.

However, if they are _smaller_ than regular tubulars, they might be 26 inch, a.k.a. 650C

If "27 inch" tubulars existed, they would be _larger_ than 700C, and they would be too _loose_ on the rim, not too tight!
