I presume it's the '82 Moulton of which you speak. What would you have done if you had owned and rode it continuously since new? Maybe touch up some paint chips and clean and wax it a couple of times a year? While it does not fall into the category of a vintage Tour de France bike corroded by Coppi's own sweat, which most certainly should not be refinished, you still want to preserve it from self destruction. At some point it will look so ratty that a paint job will be in order. Meanwhile, I'd just look after the rust spots to keep them from causing structural damage.
