I think the on-topic Specialized hubs and QR's were made by Sanshin (aka Sunshine), not Suntour, although I think those two companies were loosely aligned, and perhaps Sanshin made Suntour's hubs as well?
Regarding other Specialized parts from that era ('81 - '84 -ish), here's what I think as far as who made what:
Bars / Stems - Nitto Cranks / BB - Suntour Alloy Toe Clips / Leather Toe Straps - ALE (or is it Ale, or A.L.E.?) Frames - 3Rensho (Allez), Panasonic, Miyata (Allez SE); Serotta, Merz, Neenan (low-volume stuff) Pedals - Suntour
Anyone know who made the:
Headsets? (Tange?) Bottle Cages? Tires? Bar Tape?
Please correct me if I'm wrong about any of these attributions!

There is a set of NOS Specialized sealed bearing hubs. I remember many
people bought these instead of Campagnolo becaused of the fact that they
had sealed bearings and were believed to need much less maintenance. I
believe they were made by Suntour. They have a nice shiny surface too
(not as shiny as Eric Elman's mirrorized hubs but shiny nonetheless.
