This is exactly one the reasons why I recently set up http://www.cycleauctions.co.uk I too had one of these scams while using ebay & not to mention all the other scams.
I am the admin for cycleauctions, so if fraud is happening, a user can tell me & I can take approprate action by either deleting the user or the item in question.
It will remain a clean & friendly service for all cyclists.
Its a Bicycle auction site, run by a cyclist & not a massive mine feild that is eBay.
