Yeah, I thought that too. I'm now holding a set of Sachs lugs in my hands and I see some minor differences, but these on the Masi could still be Sachs lugs with some reworking. The seatlug in particular is a dead ringer, except for the top points where the seatpost comes out being much shortened. The headtube lugs could also be Sachs, but as these are somewhat generic (or should I say "classic"), there's less idiosyncratic about them that clearly makes them Sachs. The cast-in "braze-ons" for the shifter cables in the downtube lug would be a giveaway, but they would've been removed due to this being a track bike.

I wouldn't say it _has_ to be Sachs -- there are lots of other lugsets for OS tubing, some with very similar shapes. Still I'd say you're probably right.

Too bad about the squished stay ends on this frame, they have always said "cheap production bike" to me. The BB shell looks a bit ungraceful too, kinda Taiwanese-generic. I'm sure it's a great bike for all that, I'm just nitpicking about my own aesthetic preferences.
