I use to own that frameset. I believe I sold it to you Morgan. I wouldn't give up on it if I were you. Seems like you've been working on that project for quite a while.
I bought the bicycle as shown in the photos (at your link below) on eBay from a real jack-ass. I left him negative feedback because it took him over a month to ship it to me--he tried to blame it on his LBS bicycle shop that was handling the packaging and shipping.........but that's no excuse and is another story in itself.

The correct derailleur for that bike is the Simplex JUY 61; I have photos of it. The 543's came on the earlier PX-10's. The original chainset was a Stronglight SC-57.

I don't know why I did it, but the allure of Daniel Rebour drawings, Simplex bike parts, a very generous helping of French patina and a bit of unobtanium lust were involved. People I admired, admired old French bikes. I imagined myself building this bike, riding it to the cafe, smoking a Gauloise (I don't smoke) and making eyes at the pretty filles. (I'm married.) I'd throw a stern French intellectual book in the hand-stitched seat bag and ride through the bright Provenal sun back to my meager garret, all the while thinking of my next great cycling adventure. I'm making all this up. I'm too young to even remember when this bike was in new or in style, or even when it was old-yet-still-useful. I got the idea of it in received wisdom, mostly from this list. I blame you all.
I will never finish building this bike. I've put over $1300 into it, bit by foolish bit, and I'd like to get $800 back out. Photos are here:

This is how it looked "originally", i.e. a few years ago when it was sold to someone on this list, who then parted it out. Note that the photos at the URL below DO NOT REPRESENT WHAT I AM SELLING, rather the frame and some of the parts are in my possession, along with other parts I sourced separately. These photos are to give you an idea of what I was trying to recreate:

Here is a listing of what I am selling. These items can be seen in the first URL, above.
1963 Peugeot PX-10E frameset, 59cm c-c (with Stronglight Competition headset and bottom bracket) green with red accents normandy wingnut hubs Ideale 80 saddle Guidons Philippe Atax Franco Italia bars unknown french bars / stem w/ Mafac brake levers older Simplex shifters newer Simplex shifters spare Simplex pulleys Simplex front hub Peugeot 110mm stem Simplex 26.4mm seatpost Milremo bar-end plugs Simplex 4-spd 15-21 freewheel Stronglight crank puller Lyotard English-thread quill pedals Stronglight 52-44 170mm 49D English-thread crankset Original steel seatpost Huret Allvit rear derailleur Mafac Dural Forge brake caliper NOS Cyclo 13-21 5-spd freewheel Simplex front derailleur Complete Mafac Racer brakeset Simplex top tube cable housing guides Simplex skewers Original Lyotard pedals Mafac Dural Forge brakes Original Newstar(?) 920(?) hubs
Note that the frame is missing the headbadge, has chainstay damage from a kickstand, and has a LOT of patina. The seat tube is 59cm c-c. It is straight. There are redundancies in the parts list above because I didn't know what I was doing and I was using a very buckshot method of putting together parts for it.
What you'd need are rims, spokes, tires, a chain, bar tape and racks and bags as your fancy dictates. Maybe a pack of Gitanes or at least some wine and bread and cheese.
I received the knowledge that the frame is a 1963 Peugeot PX-10E from the person that sold it to me, and I also spoke via email with the previous owner, who also reckoned that was its date and model.
There are some interesting old dealer and registration decals on the seat tube. There are a few markings on the frame and parts that I can't read clearly. If you find anything wrong or missing in my photo captions or in this email, please let me know. It appears to have traveled from the manufacturer in France to the dealer in Southern California, USA to the Pacific Northwest, to the San Francisco Bay Area. Who knows where else in between.
I can ship it for $835 to the lower 48, or you can pick it up for $800. If I ship it I will pack it carefully. I won't part it out at this point. If I do that it will go on ebay. Payment by paypal, money order, cashier's check or personal check is OK, if they are drawn on a US bank and the bike is getting shipped in the lower 48. If I / we know you I will ship it abroad. This is more folly but; I'd be willing to trade it (or partial trade) for a ride-able pre-1950 American track bike suitable for a 6'2" rider.
My hope is that this agglomeration of parts makes someone on this list happy. I put effort into it, but it was a wayward effort for me.
Please ask questions if you've got them. I also have some Honjo smooth fenders and a NOS Sedis chain that I could sell with it, let me know if those interest you. I have some old rims that may work, but they're all Italian and I was trying to keep this bike as French as possible. I have other non-French parts (several wheelsets, also Brooks saddles, etc) that would possibly work, and that I'm not using. Again, I'm not parting this out at this time, so none of these extra parts are for sale individually right now.
Please pardon the seller's angst. :) I'm sure there's a French word for that.
