> Hi all, does such a tool exist to alter French threaded headset top cups and locknuts to either Italian or English threaded items? ... would like to know if anyone else has made or used a tool to do this job before.

I retro-fitted a french stronglight al head-set many years ago that is
still going strong...
I noticed that the diameter difference is minimal, I decided that it
was not enough different to use a thread cutter and still have threads
left that had any bite worth mentioning, so I just used a wrench and
forced the 2 pieces onto the "standard" trek fork that came with my
early 80s trek. I was young, but it worked. And has continued to be
fine now for more than 20 years of light (I have other bikes, too)
riding. If you do this (legally, I do _not_ recommend it), be very
sure you keep it aligned correctly as you force it on that first time!
