Just looking at it there's significant cause for doubt. The huge fork clearance, the japanese-looking tubing decals, the kinda cheesy looking fork crown, seat lug, and BB shell. What does look good IMHO are teh fork curve, lack of braze-ons, and rear-traingle length.
I suspect it's really a mid to late-70s Japanese sport-tourer - perhaps on topic, but IMHO not what is claimed.
