Most likely they were filled just prior to painting, although sometimes they can be hidden quite cleverly. Some fork crowns, e.g. Henry James, allow venting through the crown to the steer tube; holes can be drilled in non-obvious places like the relief holes in blade reinforcement tangs, etc.
