Yes, that's what I wrote: 70's P-13s (with the exception perhaps of some ear lier transitional models) do not have eyelets, while touring P-10s and P-15s do have eyelets. The frames that do not differentiate are earlier ones: late 60s road racing models have eyelets (at least ones I've seen) and braze-on giudes under the top tubes, plus the fork rake of the later P-10s, and I believe the longer c hainstays as well, making them the equivalent of what would later become the touring models. The P-13s were gradually differentiated away from the touri ng and earlier racing frames in about 1971-72. I have heard that both versions of the decal tend to show up in the same tim e periods, but that's not really my bag. My '73 does have the Schwinn 531 de cal.

I checked my 1973 (or maybe it's 1972) and my 1975 chrome Paramount P-13's. Neither has any fender eyelets. So that is one definite di fference between the P-15 and P-13, at least in that era.
BTW, neither of these bikes (nor I think a third waiting to be sorted out) h as the special Schwinn version of the Reynolds 531 decal, as shown on the CR site:

frames, in which case I believe that if you ordered a touring or racing fram e, you were getting the same thing frame-wise: geometry, braze-on cable guides,
fork rake. Dale's frame is surely a custom order.
