These are the bars off of the early 1970's Paris Sport 500, the stem had broken, most likely due to corrosion inside the head tube. No crash that I know of. Chromed steel, usual wear and tear, installation scratches, etc. Slightly pitted near the clamp area where there was no bar tape, but it should all clean up nicely.

I don't see any manufacturer's names. All I know is the clamp area is French diameter, a little less than 25.4mm diameter, and the chrome is in really good shape. Doesn't flare out much.
