As for bar wrapping, Ted could give you the inside scoop I'm sure but my guess is that sprinters ran the tape just above the halfway mark up the hooks of the bars (like Fred Rednor mentioned), while the 6-day and pursuit guys ran it up higher to accomodate more hand positions. I've seen many photos of somewhere in between as well. I'd just wrap it the way that makes you happy. :-)
