it doesn't really matter...you're not ever gonna be certified to race keirin in japan anyway...unless you are japanese...so drill the fork if you want. personally i wouldn't drill the fork...i ride my keirin bike brakeless...but to each his own. i also didn't start out brakeless with a keirin bike. keirin frames are really nice enjoy it.
