As a former photo analyst ,one can assume a 10" head height for most humans(tip of chin to crown) That makes the head tube at least 8"" and I would assume a frame of 60-62cm. My best guest,"mileage" may vary under other conditions. How can you tell how tall Dr. Graves is from that photo, It only shows his upper body and top of bike. I found a better pic that shows a little more of the bike.

I would think that a guy that is 5'6" would ride a bike around 50cm. The bike in this photo looks to be around a 58-60cm judging by the headtube.
