All the details on that bike scream mid-to-late '60s or so gaspipe midrange "racer" to me. Lower-end bikes of that period often superficially resemble their higher bred progenitors from the '50s. The ends and the fork crown look positively plebian.
I say slap some knobbies on it and see what the kid next door's got.
