Chuck, there's a good chance that the frame that Garth has wasn't built by Konno himself. I've owned many 3Renshos at this point, and the differences between the ones that were worked on by Konno, those by Yamaguchi, and those by Makino (and those by anonymous shop employees) are pretty apparent (though, sadly, not 100% confirmable all the time.) Konno by then was more of the 'shop supervisor' and designer than the sole hand that built 3Rensho frames -- not to take anything away from the later frames, which are certainly nice. My Makino-built early 90s track frame ( http://boxwood.subtle.org/se/gallery/3rensho-track) is a fabulous rider, with lugs designed by Yoshi Konno, but no welding by his hand.
