Based on the De Rosas I've seen, most of that frame's features look reasonable for a '74 or '75 although some small parts might have been replaced.

There were plenty of De Rosas from that era equipped with Cinelli stems, including Eddy's own bikes. The chrome fork is also fairly common, especially on nicer models like the Specialissima which could also be found with chromed lugs (and braze-ons).

Overall, a pretty nice De Rosa to have it it were your size. :-)
