Hey Chuck,
I think that Peter Weigle bike is more of a touring bike than a mountain bike. Calling that a mountain bike is like saying Bruce Gordon's rock n road bikes are mountain bikes. While They both share some of the characteristics of a mountain bike, they are touring bikes.
To me, it is borderline KOF but just this side.
