Nathan, have you actually tried mounting the Simplex? The tab on a Simplex derailleur holds against the tension spring in the upper pivot of the rear derailleur. There is no need for a hard stop with a Simplex derailleur, since the spring tension prevents the RD body from rotating too far forward. I've install Simplex RD's on lots of Campy dropouts and they work just fine. Note that the Simplex mounting bolt does not thread into the DO, but into a collar inserted inside the DO. The Huret Jubilee, on the other hand, can be a lot of trouble. There were different version of the Jubilee for Campy and Huret dropouts, and maybe a third for Simplex DO's. Used Jubilee's in the US most commonly came off Raleigh Competitions, which used Huret dropouts, so it's probably more difficult the Campy version.
