It's a "Funny bike", or "Low pro" as they call them in the UK...a?special time trail? bike with smaller front wheel (26" or 24") and 700 c rear.? :

I disgree. This was, in fact a classic Sicilian style. Originated in Greniti at the base of Mt. Vesuvius which inspired these Sicilian frame builders to produce such a rising toptube. : ,)
