It is an RGF bottom bracket, an excellent part, also used on Moto "Team Champion".

French bike, sans doubt!

There are also some letters KGF (or CGF?) on the bottom bracket portion of

the frame. Someone told me the WB made them think of W B Hurlow. >>

I would say it is definitely not a WB Hurlow.... Among other things, the

seat stay top eye treatment is not his style.

Have you checked the threading in the BB? Because I would have guessed

it's a French bike. That "squashed-and hammered" seat stay tops, plus (I

think) Nervex Legere lugs, plus bb shell, all look very French to me...

I think the fork crown looks right too, I would guess it's a later 1960s

to mid 1970s.
