Based on dimensions it certainly seems like the '60s or so stage race layout. The seatstay/seatlug attachments, with the flattened end shape, are very similar to my old Rossignoli, but the interface for a seatpost binder collar rather than a binder bolt through ears, is new to me. Maybe Legnano did that? They seem to have been experimental in seat binder designs.
My Rossignoli did not have that sort of built-up rear brake bridge. I haven't seen that before.
