Here is my exchange with Dale. Seems as those these would have been common back in the day where the binder bolt threaded directly into the frame. If anyone has a clue where to find something like this or has one....lemme know.

I have a question about the binder bolt on your Hurlow Lugless and Hurlow track bike. The allen head on mind was 7/16 ( I believe)? The threading is non metric.....bottom line. I misplaced the one in my Cotten lugless and need to replace it....
Yes, whatever that is, Whitworth or odd BSC, that was a common size back then but now.... And I am sorry to say I ain't got.
