My own method of doing drop-out replacements is pretty simple: I cut the drop-out in two, between the chainstay and seatstay, so I only have to heat one joint at a time. Then set the new d.o. in place, adjust with a known perfect wheel, and braze up. If I have change d.o. styles, repeat on the other side. If the stays are chromed, cover a couple of inches of chrome with thick flux, and you might not burn it. Happy to do it for you, Marty.

The crack is small. I've made inquiries locally about having the dropout replaced. Can a dropout be WELDED,TO REPAIR the rear dropout??? What is the best and safest practice to follow in repairing a broken rear drop out? Thanks! Yours truly, Marty Walsh in Vienna,Virginia,USA
