Nope. Not a chance. But there are many Ilkeston-built 531 frames which had all-chromed forks (1974) or 3/4 chromed (1975 onwards). Ilkeston-built frames usually had the SB serial number and the frame size (in cm measured centre to top) stamped on the bottom bracket. And these are usually quite distinct, clear stampings. So if it really is SM, it's not only not an Ilkeston-built frame but it sure doesn't sound like a Raleigh/Carlton (Worksop or Nottingham) frame of that era either.
