It wouldn't matter what the UCI ruled. They have no authority whatsoever over manufacture and sale of bicycles. The most they might do is ban such cycles from UCI events. Unless they asserted a copyright of the rainbow. Now that would be an interesting case, asserting copyright on an element of nature as old as the earth itself. May as well try to patent air or sunshine.

It's a tradition, but not a rule, unless the UCI has changed things in recent years.
