Quite possibly my bad, but it would have been VERY unusual for a Japanese company like Sakae to have products manufactured by another non-Japanese company.

In addition, Sakae aimed at the OE (manufacturer) market and would have been exporting stems, pedals, cranks, and seatposts in addition to handlebars. So why would any production of handlebars have been required in England at all?

BTW, who was Chambers Churchill??? I've never come across that name before.
