Chris, Mike et al: You are making it much too hard (difficult). Put frame in stand if available, or hold normally between knees to stabilize, top tube up like ridden. Put top insert cup in frame. Insert proper # of bearings with adequate grease. Grease threaded top adjusting cone and set down on frame inserted cup. Roll a little to make sure the cone is seated nice and set. Grease fixed fork cone. Put proper # of bearings in fork race. Grease bottom frame insert cup/race and place on top of the fork cone and bearings, rolling a little to set and seat correctly. A slight wrist action if you will. Now,: Insert fork into bottom of frame tube. Capiche? Don't disturb bottom bearing assembly. Slowly push fork up into head tube while holding top adjusting cone in place. When top of fork thread comes in contact with adjusting cone, start turning the adjusting cone onto fork while holding fork from turning. Continue threading the top adjusting cone down until you draw the whole unit together. Alway hold the fork "down" a little so the weight of the fork keeps the top cone in place, while you are turning the cone. That way the turning of the cone in the race is like a bearing in a channel and everything stays in place. The fork will draw up and once in place you can put on washer, brake clip, locknut and set it nicely after putting wheels and bar assembly in frame, and standing on ground for accurate head adjustment. This sounds complicated, but it's a very logical easy sequntial process. Try it, You'll like it! This is the same for any of the floating integral loose bearing headsets, any country of origen.
