Subject: [CR]Cinelli 1R stem with cracked quill bolt

I'm trying to remove a Cinelli 1R stem from a bike, but the head of the aluminum quill bolt is fractured into several pieces (and stripped, as well). I'm thinking about drilling the head of the bolt out, then using a drift punch to tap the shaft of the quill bolt to loosen the quill expander. Does anyone have a better idea/technique?
