I don't know what Eddy Merckx used on the track, but on the road, he appears to have used 175 mm at least some of the time. Daniel Rebour measured and published that length in an article on pro bike geometries, and I have seen 175 mm cranks on a bike the Cannibal used in 1974 (a real one!).
