It is a small metal shield, or tab, held on a stalk, which projects downward to the level of the chain. It prevents inward "chain-drop", without being attached to the seat-tube like a "third-eye".
Small tabs attached to the large chain-wheel prevent outward "chain-drop".
They work quite nicely.
